Police Bugging?right or wrong?!?

Ive had my phone and e-mail intercepted on and off for over a decade,and Ill bet the authorisation was by certain coppers no higher than chief inspector!at one time it was certain police doing it so amatuerish it was laughable,then when court cases over custody of my son came about the police and social services no longer needed a senior copper to grant permission,certain police units,ie drugs unit,still dont need or ask for special permission,they just use a scanning device.Anyone had similar expereinces and is it right to have a police force within a police force??
