Red cheeks on toddlers face?

The other day we took my daughter sledding, and she had on like 6 shirts, 4 pairs of pants, snow pants, snow boots, hat, scarf, and two pairs of gloves.When we were sledding, she fell on her face, and got some snow on her cheeks. It's been a day, and her cheeks are still red, they look kind of like a rash. It's pretty small, but I don't understand why her color hasn't come back in her cheeks. She is two years old. I was reading, and I don't think it is frostbite. If you could help out, I would surely appreciate it!
