Are Obama's cap and trade carbon credits modeled after sales of papal indulgences?

Carbon credits are actually used to offset the emission of carbon. For every ton of carbon credit you buy, someone is reducing their carbon emissions by one ton. None of the money is going anywhere else like indulgence money went. So they are very different concepts.
