Anyone have an idea of what this could be?

every year until i was 14 i would get a patch of bilsters on my hand, i havent gotten it since then but now i notice that it showing up on my hand again(now 21) the doctors told my mom that the only thing they could think of was shingles but they said it wasnt that...anyone have an idea of what it could be?? and could it be genetic?
